2006: The VA's First Mass-Distribution Instructional Video

The VA was distributing a printed workbook to veterans and families of wounded soldiers transitioning to civilian life. Expensive to print. Expensive to ship. Hard to use when you're grieving, overwhelmed, and trying to navigate systems nobody explained to you.

Will Price looked at that workbook and said: make it a video. In 2006 — before YouTube was a year old, before smartphones existed, before anyone used the word "telehealth" in a sentence — he produced the VA's first mass-distribution instructional video for veterans and their families. With a Spanish-language option built in, because the families who needed it most weren't all English speakers.

That wasn't a media project. It was a systems insight: information delivery was broken for the people who needed it most, and the fix was cheaper, faster, and more accessible than what the VA was doing. That same insight is the entire foundation of PHIERS.

Twenty Years of Getting It Right

2006 — VA Instructional Video

Produced the VA's first mass-distribution instructional video for veterans and families of wounded soldiers. Bilingual. Cheaper than books. More accessible than anything the VA had done before.

2007–2009 — SureSafe Pharma & The Cooperative Model

Will Price and Al Wilson built SureSafe Pharma: pharmaceutical distribution without markups, priced at manufacturing cost plus a transparent margin. The same model Mark Cuban launched as Cost Plus Drugs in 2022 — 13 years later — serving 7 million customers with 80–90% savings. Will built it first.

2009–2013 — The Maryland Veterans Pilot

In partnership with Patriot Medical Transport Systems and Daedalus Systems, PHIERS ran an operational care coordination pilot — Maryland's longest-running program serving veterans with mental health, substance abuse, and mobility challenges. The same cooperative delivery model ZORTT Elite Medical independently validated years later.

2013–2014 — Congressional & Institutional Endorsements

Before PHIERS publicly launched, signed letters of support arrived from U.S. Congressman Chris Van Hollen (House Budget Committee, now U.S. Senator), Maryland State Senator Ulysses Currie, Delegates Dereck E. The Sabotage Years

The pharmaceutical model threatened established financial interests. Legal pressure. Supply chain disruption. Blacklisting. Coordinated efforts to starve the work of resources. VA EHRM — Lead Integration Engineer

Will Price was selected as Lead Integration Engineer on the VA's Electronic Health Record Modernization project — a $16+ billion federal initiative. He quit after six weeks because the system was optimizing for billable encounters, not veteran outcomes. He walked away from a six-figure federal contract on principle and came back to PHIERS.

2022–2026 — Independent Validation & Deployment

Mark Cuban's Cost Plus Drugs validated the SureSafe pharma model. ZORTT Elite Medical validated the cooperative delivery model. Harvard's Erica Chenoweth validated the 3.5% threshold.
